Chang Wanquan, male, Han nationality, is a native of Nanyang City of Henan Province. He was born in 1949, joined the PLA in March 1968 and joined the CPC in same year later. Chang was a student of Long-Distance Education Program of Weinan Specialized Teachers School of Shaanxi Province and graduated in 1987.
